The national nonpartisan and nonprofit research agency, WestED, began conducting a study evaluating the cost of educational services provided to English learners across Ohio at the beginning of 2022. A final report will be presented outlining findings and recommendations by year’s end.

Notably, the legislature commissioned the study to intend that the resulting recommendations be the basis of legislation to improve funding for English learner services. A brief overview of the project and its goals is attached as a reference.

The study team has sought to engage stakeholders throughout the study period — especially those who are the focus of this study and those who will be most impacted by its outcomes — because they value their diverse perspectives, expertise, and experiences as an essential source of information and feedback to ensure our work is equitable and meaningful in its design and execution.

With this goal in mind, the WestEd study team has agreed to present key initial results of the study to Ohio TESOL at the October 5th meeting. This will include sharing results from the survey and interviews of district staff administering English learner programs and the professional judgment panels conducted with expert school and district practitioners.

In addition to a concise presentation, the WestEd team is interested in gathering your reactions and input about the results shared. To capture your thoughts, the meeting will also include several opportunities for you to consider and respond to a series of discussion prompts — individually, in small groups, and in larger group discussions. Though many of the primary study activities are complete, findings and recommendations have not been finalized, and WestEd is interested in hearing from you before they are.
